PBF companies play an important role in the healthcare supply chain by connecting manufacturers with healthcare facilities such as pharmacies, clinics, and hospitals. Their responsibility is not only to deliver products, but also to maintain product quality and integrity throughout the distribution process.
Every pharmaceutical distributor is required to implement Good Distribution Practice standards, commonly known as CDOB (Cara Distribusi Obat yang Baik). These standards ensure that pharmaceutical products are stored, handled, and transported under proper conditions to prevent damage, contamination, or quality degradation.
The supervision process includes warehouse validation, storage monitoring, and transportation systems used for product delivery.
Types of Pharmaceutical Distributors
Based on the type of products being distributed, Pharmaceutical Wholesalers or PBF (Pedagang Besar Farmasi) are divided into two categories: Pharmaceutical Product Distributors and Pharmaceutical Raw Material Distributors.
- Pharmaceutical Product Distributors
Pharmaceutical Product Distributors are responsible for distributing finished pharmaceutical products such as prescription medicines, over the counter drugs, vaccines, and medical devices. - Pharmaceutical Raw Material Distributors
Pharmaceutical Raw Material Distributors focus on supplying pharmaceutical ingredients and raw materials used in the manufacturing process. The products distributed may include active pharmaceutical ingredients, excipients, and other supporting materials required for production.
Pharmaceutical Distributors Regulation in Indonesia
Pharmaceutical Wholesalers or PBF (Pedagang Besar Farmasi) operate under specific regulations that govern pharmaceutical distribution activities in Indonesia. These provisions are regulated under the Regulation of the Minister of Health of the Republic of Indonesia Number 34 of 2014.
Under the regulation, pharmaceutical distributors are only permitted to procure, store, and distribute medicines or pharmaceutical raw materials that meet the quality standards established by the Ministry of Health.
PBF companies may procure medicines from pharmaceutical manufacturers and other licensed distributors. Meanwhile, pharmaceutical raw materials may only be procured from pharmaceutical industries, other PBF companies, or through import activities in accordance with applicable regulations.
Branch distributors are only allowed to procure medicines and pharmaceutical raw materials from their central distributor.
Every procurement process must be supported by an official purchase order signed by the responsible pharmacist. The document must include the pharmacist’s SIKA number or Pharmacist Work License Number.
Pharmaceutical distributors and their branches are only permitted to distribute pharmaceutical products to authorized parties, including:
- Other pharmaceutical distributors
- Branch pharmaceutical distributors
- Pharmaceutical service facilities such as pharmacies, clinics, community health centers, drug stores, and hospital pharmacy installations
- Government institutions when required under applicable regulations
- Scientific and research institutions
